The liberty of abode and of changing the same within the limits prescribed by law shall not be impaired except upon lawful order of the court. Neither shall the right to travel be impaired except in the interest of national security, public safety, or public health, as may be provided by law.
Responsibility Says:
The autonomy of residence and the changing of it is the person’s responsibility to keep it away from damages, unless an order of the court is issued. Traveling is also a part of this responsibility since the law hasn’t something to do with it, except for lawful purposes like national security, public safety and health.
